John D. Klein
CEO and President
John is a co-founder of Cirdan and has more than 30 years of experience working with government agencies, health plans, and health care providers. Specific areas of emphasis have included large-group purchasing and development of new purchasing models, health plan payment reform under Medicaid and Medicare, and initiatives to increase consumer engagement and cross-sector partnerships in the health care marketplace.
Prior to founding Cirdan, John was a principal with Health Strategies Group, Inc. He has extensive health care finance, public policy, and management experience in state agencies with responsibility for insurance regulation, health economics, and health program development.
John earned a master’s degree in management from Northwestern University’s Kellogg Graduate School of Management, and a bachelor’s degree in political philosophy from the St. Olaf Paracollege in Northfield, Minnesota.

Vice President, Corporate Development
Kevin has more than 25 years of experience leading corporate growth initiatives that have included business partnerships, mergers and acquisitions, financial, marketing and sales leadership. He has a particular passion for defining opportunities for strategic business growth and then working with both internal and external resources to bring those initiatives to fruition.
Prior to joining Cirdan, Kevin spent six years as the Vice President or Corporate Development/ CFO of a regional manufacturing company. His experience includes similar roles for an IT consulting company, a financial project management consulting business and he spent 12 years representing clients through mergers & acquisition transactions.
Kevin holds a business/financial management degree from the University of Saint Thomas in Saint Paul, Minnesota.

Nancy is a Principal and Managing Actuary at Cirdan, a Fellow of the Society of Actuaries, and a Member of the American Academy of Actuaries. She has more than 30 years of experience in health insurance, and has managed both actuarial and underwriting functions for individual, small group, large group, self-insured, and government programs. Areas of expertise include valuation of actuarial assets and liabilities, rate filing preparation, rating formulas for large group insured and self-insured products, stop loss insurance pricing, and management of related underwriting processes. She also has experience supporting Medicare and Medicaid bid preparation.
Prior to joining Cirdan, Nancy was Vice President and Chief Actuary with Blue Cross Blue Shield of Minnesota. Prior to joining Blue Cross, she was a Principal with Towers Perrin (now Willis Towers Watson).
Nancy earned a bachelor’s degree in mathematics from Gustavus Adolphus College in St. Peter, Minnesota.

Principal and Consulting Actuary
Wendy is a Principal and Managing Actuary at Cirdan, a Fellow of the Society of Actuaries, and a Member of the American Academy of Actuaries. She has more than 25 years of experience in health insurance. She has expertise in Medicare Part D and Medicare Advantage product development, financial forecasting and strategic management of Medicare portfolios. She has also worked in an audit role for CMS on Medicare Advantage products and has worked for state Medicaid agencies on the development of managed Medicaid rates. Wendy also has experience pricing, underwriting and managing health and life reinsurance products.
Prior to joining Cirdan, Wendy was the Vice President of Actuarial Services for ClearStone Solutions; an affiliate company of Blue Cross Blue Shield of Minnesota. She has also had positions as a Consultant with Mercer Health and Benefits, and as an Actuary with Allianz Life Insurance of North America.
Wendy earned a bachelor’s degree in mathematics from the University of Minnesota in Minneapolis, Minnesota.

Alexander M. Tava
Alex is a Principal and Managing Actuary at Cirdan, a Fellow of the Society of Actuaries, and a Member of the American Academy of Actuaries. He has 20 years of experience in individual and group health insurance and government programs. Alex’s areas of expertise include: Medicaid, Medicare Advantage, Medicare Part D, dual-eligible populations, HEDIS, consumer-directed health products, dental, financial reporting, and reserve and claim liability estimation.
Prior to joining Cirdan, Alex worked for Blue Cross and Blue Shield of Illinois.
Alex earned bachelor’s degrees in actuarial science and economics from the University of Michigan in Ann Arbor, Michigan.

Dawn is a Principal and Data Services Manager at Cirdan. She has over 25 years of experience in the design, development, and management of health IT systems. Her areas of expertise include X12 data file content and management, encounter data for both Medicare and Medicaid, and data warehouse management for analytics applications. Dawn’s leadership has been instrumental in enabling Cirdan clients to achieve high rankings for encounter data accuracy and completeness.
Prior to joining Cirdan, Dawn was a senior developer for Deloitte Consulting.
Dawn earned a bachelor of science degree in computer science from Bethel University (formerly Bethel College) in Arden Hills, Minnesota.

Jared is a Managing Actuary at Cirdan. He is a Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries. He has nearly 10 years of actuarial experience in the health care industry. His areas of expertise include Medicare Advantage, Medicaid, population risk scoring, product design, group insurance pricing, claim liability valuation and statistical programming in SAS.
Prior to joining Cirdan, Jared held positions with United Healthcare and with OptumInsight. Jared was a non-commissioned officer in the US Army reserve, and worked with information management and computer technology as well as supervising personnel. He also served in the theater of Iraq in 2005-2006.
Jared earned a bachelor of science degree in mathematics from the University of Minnesota, Institute of Technology in Minneapolis, Minnesota.

Jon is a Consultant at Cirdan. He provides financial reporting services for clients including preparation of the NAIC annual and quarterly health filings. He has experience modeling risk-based capital needs for health plans. Jon also has expertise in Medicare Advantage bid preparation and with valuation of unpaid claim liabilities. Jon has more than 15 years’ experience working with actuarial and financial reporting assignments for health plans.
Prior to joining Cirdan, Jon worked at Security Health Plan and at Blue Cross Blue Shield of Kansas City.
Jon earned a bachelor of arts degree in mathematics from Carleton College in Northfield, Minnesota.
